We have to remember that Francophones in a minority situation have experienced and continue to face barriers creating fear and a reaction to preventing them from requesting services.

One of the biggest fears is that they won’t receive the service they requested.  Someone in a crisis or medical emergency situation needs to receive services in French as he/she is particularly vulnerable.
